Immigration Application Guidelines for New Paths to Permanent Residence


At the end of May, 2021, Immigration, Refugees, and Citizenship Canada provided further guidelines that offer more help in understanding whether a person qualifies for the new paths to Permanent Residence. The Immigration Minister has indicated that the quotas for the new streams may be adjusted.

This criteria must be met to qualify under any of the streams:

  • Legal status as a temporary resident
    • Applicants must be present in Canada and have legal status as a temporary resident.
  • Current and qualifying work experience
    • Applicants must be working to qualify for these streams. The work can be in any occupation category. Additionally, essential workers must have work experience in Canada with a minimum of 1560 hours in an eligible NOC code in the three years PRIOR to their application.
  • Eligible Education
    • Study must have been completed at a Canadian Designated Learning Institution. Applicants must have graduated with credentials no earlier than January, 2017.
  • Proficiency in English or French
    • A Canadian Language Benchmark of 4 is needed for essential workers. A Canadian Language Benchmark of 5 is needed for international graduates.
  • Intent to reside in any province with the exception of Quebec
